Starting October 15, Vietnamese citizens may enter Russia without a visa and stay for up to 30 days for tourism, visiting relatives, or business purposes.
On October 12, Russian President Vladimir Putin signed a decree allowing Vietnamese citizens to enter and stay in Russia visa-free for a maximum of 30 days, according to the Interfax news agency.
This policy applies to holders of ordinary Vietnamese passports traveling to Russia for tourism, visiting relatives, business, or participation in scientific, cultural, socio-political, economic, or sports activities, as well as for transit through the country. The visa-free policy is effective from October 15, 2024, through October 15, 2027.
According to the decree published on Russia's official legal information portal, Vietnamese citizens falling into the aforementioned categories are permitted to enter, stay, and exit the country without undergoing visa application procedures.
The regulation does not apply to individuals traveling to Russia for employment—including journalists—or for study or long-term residence purposes.
Previously, on March 23, Russian Minister of Economic Development Maxim Reshetnikov stated that Russia was interested in attracting more tourists from Vietnam and was exploring policies to facilitate entry, according to the Vietnam News Agency (VNA).

Nguyen Huu Cuong, General Director of Trang An Travel—a company with over a decade of experience taking Vietnamese tourists to Russia—stated that Russia holds a "special appeal" for Vietnamese travelers thanks to its rich culture, history, and vast natural landscapes. The maintenance of direct flights and the friendly diplomatic relations between the two nations serve as key "soft" factors that keep Russia a top priority for Vietnamese tourists.
Currently, approximately 15,000 Vietnamese tourists visit Russia annually. Conversely, according to the General Statistics Office, Vietnam welcomed about 1.13 million Russian visitors in the first nine months of 2026, an increase of over 160% compared to the same period the previous year. Russia is currently Vietnam's third-largest source market for tourists and the leading market from Europe.
Russia is actively promoting tourism in Southeast Asia through the "Discover Russia" program, aiming to attract more visitors from the region.
Popular tours to Russia currently start at 55 million VND for a 7-day, 6-night itinerary covering Moscow and Saint Petersburg, featuring visits to iconic landmarks such as Red Square, the Kremlin, and the Winter Palace.
