Below is a guide on how to apply for a Citizen Identity Card online or convert your existing Citizen Identity Card (CCCD) to the new Citizen Identity Card directly from your smartphone or computer. In addition, the latest update to the VNeID application now allows citizens aged 14 and above to register for a Citizen Identity Card online, with a procedure that is simple, convenient, and quick to complete. Follow the guide below and complete the process step by step.
Many citizens can now easily apply for a Citizen Identity Card directly through the VNeID application in a quick and convenient manner. With just a few simple steps on your mobile phone, you can submit an online request without spending time waiting at a police office. In addition, you can also apply for a Citizen Identity Card on behalf of your child. Follow the steps below.
Step 1: Open the VNeID application on your phone and log in to your personal digital identity account. If you do not yet have an account, you will need to register and complete the verification process to access all features.
Step 2: On the main interface, select Administrative Procedures > then choose Citizen Identity Card Issuance for Citizens Aged 14 and Above.
Step 3: Verify your passcode to ensure information security, then select Create New Request to begin the registration process.
Step 4: Fill in all required information as displayed on the form. If you are a parent or legal guardian, make sure to select the correct relationship so the system can accurately retrieve and synchronize the citizen’s information.
Step 5: Follow the detailed instructions displayed on the screen, choose a suitable date, time, and location, then schedule an appointment with the police authority to complete iris and fingerprint data collection.

The Citizen Identity Card (CCCD) is one of the most important identification documents for Vietnamese citizens. However, there may be situations where your Citizen Identity Card is lost, damaged, or expired and needs to be reissued. Below is a guide on how to apply for a replacement Citizen Identity Card. If you are unsure whether you are required to replace your card, please refer to Section 4 below.
Step 1: First, log in to the Ministry of Public Security Public Service Portal using the link below by clicking the three-line menu icon in the upper-right corner of the screen, then select Log In.

Step 2: Select the login method using an account issued by the National Public Service Portal. You will be provided with two login options. Choose the method that best suits your needs.
Step 3: Return to the main interface and select Submit Online Application > Ignore the search box and tick Select Administrative Field > Choose Citizen Identity Card Issuance and Management to begin your search.
Step 4: Under Reissuance of Citizen Identity Card (Processed at Provincial Level), select Submit Application to proceed with your request for a replacement Citizen Identity Card.
Step 5: Carefully review your Citizen Identity Card information as well as your family contact information > Select the Provincial Police Department where your permanent residence is registered > Click Continue > You will then be able to schedule an appointment for Citizen Identity Card data collection > Choose your preferred date.
Step 6: Your application form prepared in the previous steps will now be displayed on the screen. After reviewing it carefully, confirm submission to receive your application receipt and application reference number > Print the application receipt and bring it to your appointment at the designated location and time to complete the Citizen Identity Card reissuance process.
The result will be displayed on the screen as shown in the illustration below.

Step 2: Click the link below to submit an application for a Citizen Identity Card converted from a chip-based Citizen Identity Card (CCCD).

Step 3: Fill in all required personal information.
Step 4: Select the reason for issuance as Conversion from a Chip-Based Citizen Identity Card (CCCD) to a Citizen Identity Card > Choose the location where you would like to provide biometric data > Click Continue.
Step 5: Select the date you wish to complete the procedure. If there are no available appointments, move to the following month and try again > Once selected, confirm your information to complete the registration process.
